The project involved full
Refurbishment of a 6,000 feet x 150 feet
runway using 20,000 tonnes of Marshall
Asphalt.

Scope of Works
-

One of the requirements
was that the airfield would remain open
for scheduled aircraft movements;
therefore the asphalt work had to be
performed at night.

The strategic approach by
Trinidad Contractors Limited was as
follows:

Use of Slag (waste
product of Caribbean Ispat) in the
production of Hot Mix Asphaltic Concrete
– high anti-skid resistance and stable
surface.

Ø
Construct Pipeline
Trestles and Storage Tanks to transmit
and store bitumen. Construction of
pipelines and storage tanks were
completed in record time.

Ø
Disassemble Asphalt Plant
in Trinidad, transport and reassemble
Asphalt Plant in Tobago to produce the
Hot Mix Asphaltic Concrete.

Ø
The runway was grooved by
an overseas specialist. Specially
designed multi-diamond blades were used.
Incidentally, it was the first time such
an exercise was done in Trinidad and
Tobago.

Project Details

Trinidad Contractors
Limited was awarded the project on 4th
January, 1987 and was able to mobilise
within 25 days after the award. Work
commenced on 30th January,
1987 and the deadline for completion was
4th August, 1988.

The conditions of the
contract were very rigid and allowed for
unusually high liquidated damages of
$44,000.00 per day and required a 20%
Performance Bond.

Trinidad Contractors
Limited took up the challenge, taking
into consideration the unpredictable
weather condition that prevailed in
Dominica and the rugged terrain on which
the work had to be executed. The
performance of this contract is
considered exemplary and not only did
Trinidad Contractors Limited complete
the project within the budget, but
received the Completion Certificate
within 50% of the allocated contract
period, that is, the 18 months contract
was completed within 9 months.
